Activity Description
ENSE is responsible for monitoring the market of crude oil, petroleum products and piped LPG, security of supply of the National Petroleum System, as well as promoting the safety of people and goods and consumer protection.
ENSE has currently the following competencies:
- Monitor the functioning of the crude oil and petroleum products markets, the security of supply of the National Petroleum System and monitor the country’s supply conditions for crude oil and petroleum products, in order to ensure future consumption needs;
- Promote the safety of people and property, consumer protection, monitor the development and utilization of refining, storage, transportation, distribution and marketing of petroleum products;
- Supervise facilities and activities related to crude oil and petroleum-derived fuels;
- Promote and participate, together with other entities, in the elaboration of legislation and regulations on licensing, technical responsibility, safety and efficiency of activities and operators of the national petroleum system, including the transposition of community directives, as well as the elaboration of regulations of safety, project type, technical guides, technical specifications and standards relating to projects for the execution and operation of crude oil and petroleum products installations;
- ENSE is also responsible for issuing an opinion on the procedures for licensing large oil installations, such as refining, transport and storage facilities, as well as fuel filling stations, storage facilities for petroleum products and biofuels, as well as storage and distribution facilities of liquefied petroleum gas (LPG), carrying out audits of these facilities;
- To register the suppliers of petroleum products, keeping a duly updated register of all market agents, monitoring systematically the activity of trading petroleum products, with the dissemination of the respective results and listings of the operators;
- Carry out programs of quality control of fuels for the final consumer, through the execution of sampling of fuel in all the fuel stations;
- To promote the creation, together with other entities, of a national register of oil installations and to prepare monitoring reports on security of supply for crude oil and petroleum products;
- Constitute a documentary history that allows the knowledge of the characteristics and perspectives of development of the SPN, keeping the data updated, with the preparation of reports provided in the legislation on crude oil and petroleum products, in articulation with other State services;
- Appreciate and respond to complaints about matters within the competence of ENSE regarding the production, transportation, distribution and marketing of petroleum products, as well as the various activities of the pipeline LPG market value chain;
- Collaborate in the analysis and evaluation of the causes of accidents caused using fuel;
- Monitor the fulfillment of obligations under the pipped LPG, promoting actions that allow third party access.
